Professor Jim Falk

Professor Jim Falk is the foundation Director of the Australian Centre for Science, Innovation and Society (ACSIS) at the University of Melbourne. Prior to taking up this position Professor Falk was Deputy Vice-Chancellor at Victoria University, Pro Vice-Chancellor (Academic) at the University of Western Sydney, Nepean, and prior to that, Chair of the Academic Senate and Head of the Department of Science and Technology Studies at the University of Wollongong. He remains an Emeritus Professor of the University of Wollongong.
Professor Falk's PhD is in theoretical physics, but over the last 25 years he has specialised in the study of the nature, impact and management of science and technology in their social contexts. His research has focussed particularly on issues associated with globalisation, technological change and the environment, nuclear technology, arms races and militarisation, and information and communication technology in their social settings.

RESEARCH INTERESTS
My interests have focussed primarily on identifying and advancing understanding about the political, economic and cultural factors which constrain or facilitate the exercise of social control over technological change with particular emphasis on three case studies:-
- environmental and technological change (with particular attention to energy and the built environment)
- nuclear technology, arms races and militarisation
- information and communication technology
I have explored a range of theoretical issues in relation to these including:-
- the relationship between the political economy of technological change and the resolution of pressing socio-technical problems (with particular emphasis on sovereignty, regionalism and the state)
- the constraints and opportunities for national planning, public participation and the development of effective technology policy in areas of technological controversy
- the synergy between discourse and cultural patterns and environmental and military issues
- the nature and politics of technological controversy, with particular emphasis on the conflict over nuclear power
I have put considerable energy into the development of coordinated environmental policy research. My particular interest here is in the relationship between technological change and the environment, both through its environmental impact and as a potential source of opportunities for the solution of environmental problems. More broadly, the application of policy tools to the evaluation and shaping of technological change and innovation towards long-term objectives of equitable and supportive social relations and sustainable human interaction with the bio-physical environment have become a central focus of my work.
Amongst my publications are five authored or co-authored books. My most recent book is The End of Sovereignty?: Politics in a Shrinking and Fragmenting World (Aldershot, Edward Elgar, 1992) written jointly with Professor Joe Camilleri. This aimed to fill a major gap in our understanding of the so-called 'sovereign' state and the need to reconceptualize the world system in the age of globalisation. Thirty reviews have been identified over the last eight years including in the most prestigious international scholarly journals. (See in particular those by: Prof. R. B. J. Walker in International Journal (Canada) 48 (4), Fall 1993; Dr K. Cosgrove in International Affairs (London) 68 (4), October 1992; Prof. Jean Chesneaux in Quinzaine Littéraire (Paris) 62, August 1993).
The book has been extensively cited in books, articles and postgraduate theses. The Social Sciences Citation Index lists over 110 citations in periodicals since 1992, and further references have been identified in 30 books and monographs published since 1993. It has been acquired by all of Australia's major libraries and virtually all of America's leading university libraries. WorldCat (19 December 2000) showed it was held in over 200 international libraries, including all the major university libraries in the United States and the United Kingdom. Excerpts of the book appeared in 1994 in the French journal Ecologie Politique, and a full-length translation of the book was published in March 2001 by Zhejiang People Publishing House on behalf of the Chinese Academy of Social Sciences.
In 2001 I was awarded an Australian Research Council Discovery Grant to carry on collaborative work with Professor Joe Camilleri (Latrobe University), building on our well-received book on Sovereignty, to further investigate emerging possibilities for civil society and governance in the face of globalisation.

Personal Details
Family. My partner of 35 years is Professor Sue Rowley, Foundation Professor of Contemporary Australian Art History, College of Fine Arts, University of New South Wales, currently seconded on a 3 year contract to Executive Director, Humanities and Creative Arts Program, Australian Research Council and Pro Vice-Chancellor (Research) designate at the University of Technology Sydney. Two children Anna (23 years) who having completed a Bachelor of Design (Hons I) at University of New South Wales is now engaged in a Master of Publishing and Editing at the University of Melbourne, and Michael (21 years) who is studying Honours year in the Bachelor of Arts at the University of Melbourne.
